I have looked at some reference sites but cant identify the maker.

I think that the EK2 Spange looks like a L/15. The dates look very similar.

I have just had a reply to my thread on Wehrmacht Awards Forum and they think it could be a Mayer L/18.

The shape of the eagle's head looks immediately like a Mayer eagle. So that assessment might very well be correct. Whether it's a genuine Mayer or a fake of a Mayer I'll leave others to discuss as my knowledge of these awards is limited.
