Maker is J.E.Hammer & Sohne.
Unfortunately, two of the pins have broken.

Nice looking piece Ralph, is the eagle's beak mis formed on all J.E. Hammer Spangen or is it just damage/one off malformation to this particular piece?

Adrian, I have done a "little" research. All of the J.E. Hammer & Sohne EK II spange that I could find appear to have a deformed beak.
