I'm not seeing any red flags with it. The pin, hinge and catch all say W&L. They were the commonest maker of the brass cores.

Hey blokes..just to confirm the brass cores were naval only?
Nick is right. The brass core Navy story was just concocted up to sell the crosses at a higher price, is all. The EK was Supposed to be made of only Iron for the core, but in the early days, many brass were also made-until the regulations became more strictly enforced. Some say that they used brass as it was softer and easier to stamp out, but who knows?
