Looks Polish to me as it has the Polish eagle stamped on to it, 1933 dated.

Cartridge made in 1933 by the Ammunition Factory in Skarżysko (Fabryka Amunicji w Skarżysku), shell case manufactured by the Norblin Factory (SpĆ³łka Akcyjna Fabryk Metalowych pod Firmą "Norblin" Bracia Buch i T. Werner), 67% of copper in brass, green circle around the primer indicates the heavy SC bullet for machine guns (Ckm Maxim wz 08, ckm Hotchkiss wz.25, ckm wz.30, km lotniczy Vickers wz.F, km lotniczy wz.37 "Szczeniak").
If it's MG, then why is it on stripper clips?
Simple answer - that kind of ammo was specially devoted to mg's but could be used with other weapons as well. In case od shortage of ammo it was typical practice.
