Hi, and welcome to the forum!
Material may be zinc/pot metal.
Value would be very little due to the relic condition.
Cheers, Ade.

Hello Dakien, Welcome to the Forum! To answer your question, if it was in Good condition, this plaque would be in the $100-150 dollar range, I imagine. Yours has a "few condition problems", however. I would think it would be Possible to replace the wooden plaque with a nice dark stained wood such as Oak. This would improve this piece 100%. Next, if you wanted to do it, would be to take the bust down by itself to a metal shop and have them refinish it and seal it for you. I wouldn't think such a project would involve much money expenditure. Put the 2 pieces back together and you would have a decent looking item. Sure, it would be a Restored piece, but I can't see why a person would want to Not do it, with it being in the shape that it is now. It would look pretty much the way it was Supposed to look and would make for a fine display piece.
