Don't know what it could represent but it looks very badly casted, even doesn't look brons to me.
I have got the feeling it is a post war item.

Strange bird body is much longer than the norm and very narrow this does not look like what i would expect to see for office or train eagles? ERIC.

The tip of the wings (pointing upward) might sujest a "custom's" eagle , but then again the head points the wrong way.

Offer him $50 for it. That's about all it is worth! Defintely 4th Reich! It is a crappy cast job, not up to TR standards.

Considering that if it were real it would p[robably be worth $500.00 - $1000.00 I would pay $50.00 for it - but hey, that's just my opinion. It would look good on the wall - just as long as you didn't allow anybody to get too close to it!

Yes true, but if it was real we would not be having this disagreement. The fact that it's a fantasy item makes it worthless as anything else than a conversational piece. What is the point of spending money on fakes when you can possibly buy something authentic? Don't get me wrong, it's an interesting piece, but it has no place in a "serious" collection. Just MHO, but to each their own. :-)
