Bust Identification

I get a lot of material here to look at and sometimes reference material and contacts are not enough. This is dated 1930, its obviously original and was cast in Berlin. Artist is Walther Wolff and the problem is it can be anyone from a family member or professor to a someone that I cannot find. If anyone has an idea have at it. Guy is probably going to be in his 40's or 50's at the date of the casing and maybe he is born somewhere around 1880. There may be a potential bonus for the dogged blood hound here if I can identify it.
