Can you identify this item?

Gidday all,
I have an item that i hope someone can identify. Sorry for the lack of photo quality. It appears to me to be a napkin ring? or similar.
It is approx 1 1/2" in diameter . The pencil rubbing i have made is from the markers mark on the inside.
There appears to be the letter "S" inside a six pointed star , below this the letters R.P , N.S & S.S are in rectangle boxes. Thank you for any help in advance. Best Regards Geoff.

PS. I forgot to mention that the is an inverted Boomerang symbol between the star and the rectangle boxes.

Geoff - Nothing that I have ever seen - looks like a current production but still displays well - Maybe another member can shed more light on it?

Only thing i know is that the green swastika is used by some anti-environmentalists. (saying that the environmentalists are like nazis)
I know they sell flags and stuff. It isnt something like that?

Thank you for your replies, I have 2 off them which I purchased of a lady in her 70,s around 20 years ago....they are very interesting items. the lady was of german origin.

they do look sort of like a napkin ring but isnt napkin rings bigger than 1 1/2 inches but who knows?
