    its just a sugestion but it looks like a childrens drink cup [2 handles]
    or a toothbrush holder

    Mate,
    Its one of those things for administering fluid to infirm probably therefore from a hospital. you know if you had battle shock or the shakes to avoid as much mess as possible. They are more common without military markings so quite cool.
