From the fitting at the back I'd say a pressure related function.
That's for sure: "mm WS" is the abbreviation for "Millimeter Wassersäule" = "millimetres water column".
Beyond that; I don't know.

There's a chance it's pre 1945 as i don't think many piston engined aircraft were built in (West) Germany, the east used piston engined Russian training aircraft possibly equipped with German instruments!..

Its an air pressure gauge of some sort in my opinion
1 mmWS = 0,0980665 mbar = 9,80665 Pa
