    From the fitting at the back I'd say a pressure related function.

    That's for sure: "mm WS" is the abbreviation for "Millimeter Wassersäule" = "millimetres water column".

    Beyond that; I don't know.

    There's a chance it's pre 1945 as i don't think many piston engined aircraft were built in (West) Germany, the east used piston engined Russian training aircraft possibly equipped with German instruments!..

    Would "millimeters water column" possibly indicate a coolant tank capacity?
    ( knowing how specific Germans can be about things )

    Its an air pressure gauge of some sort in my opinion

    1 mmWS = 0,0980665 mbar = 9,80665 Pa
