it is very rare to see one with the base
because that the base is very delicate / fragile
very easy to broke

Yeah, the base is bakelite and would certainly break easily if it fell to the floor. There's a very small chip out of mine, but it's difficult to notice unless you're looking for it. Did yours have cardboard on the base as well?

Do you know what it was used for? I guess it was just a decoration, but I'm not sure if there was some other use.

I believe you are right. I was thinking that it may not be a desk ornament, because it seems like most of those have marble or wooden bases. This is a mystery to me.
