Help,any ideas on this???

First of all if this is right or wrong i'm no too bothered as i cost me next to nothing ,but i do like it.But what is it? It's approx 19 & 1/4 inches in length,i think the metal fitting are silver.To the center it is engraved J C H 1934.i think it is too small too be any sort of swagger stick or cane,someone has said they thought it may be a bands mans conductors baton,any ideas.........Thanks Rob
