Without knowing the specifics on this particular type it's certainly not worth $1000 --- that's just insane, pardon my french. Seems like it was mounted on a plaque of sorts once upon a time, I'd let it go... price is ridiculous and so is the seller for trying to sell it to you at that price. Plus it's not even complete and in near relic condition!
Good ones can be had for around $200 and up -- they are not rare.
Oh I just laughed when he said $1000. I know they are not rare 35 million germans loved Hitler and had this stuff everywhere. I brought him back to reason.
why do people think we would pay silly prices for items.
I'm sure there are people that actually pay that kind of money for these things (unfortunately). These "militaria" sellers they smell the cash when it's about items of the Third Reich and they know that they can sell this to a Joe Blow that is a newbee in the business.
Look at Charles Snyder... he's the perfect example!
