Mystery Monogram (heer?)

Hi there. A friend of mine has this tablecloth (or napkin?) With a monogram on it which we gave not been able to identify. It appears to be a heer eagle with the initials O. H. and then Se.

Any insight is appreciated, more photos are available but I have attached one of the monogram itself.
