Let me get some new shots and I'll post it, it came out of the same box and all of the other items seen, and has not seen daylight for 50 years. I purchased it from a vet estate. Stand by.

I just don't know what it is, the Vet who collected these items I never got to meet so as lost history, but after months of searching, I cannot find one like it!

Hi, TK!

It looks like car pennant for officers car, I have dug out simmilar but with aluminium inside plate for hardness. It was in rubbish pit with other car parts.

Thats it! Finally something similar, I wonder how rare this is and what its worth? I have had not much luck finding this item... anywhere. Its in excellent shape too. I thought it might be some vehicle pennant, but needed more info.

The guys are correct on the id of the item. The design detail of the eagle varies from maker to maker. Very nice find. Complete with the celluloid foul weather cover they sell for about £350 here in the UK.
