    If it's period maybe vulkanfiber, but i've never seen anything like this before!...
    It's a wasted trip baby. Nobody said nothing about locking horns with no Tigers.

    Or compressed wood hardboard perhaps. Surfaces look like a kind of film firmy covered on the inner material which is light but dense.

    Papier-mâché maybe?

    May be papier-mache right. Dense and hard enough with 2,5 mm thickness. So just a mat for glass or plate as it looks or any other suggestion?

    150mm diameter seems too big for a glass but too small for a plate. I wonder also if it would have been acceptable to use a national symbol in such a way? To draw a parallel, it used to forbidden to embroider human figures onto seat covers for such a reason. I do recall reading somewhere that after 1933, the Nazi state stepped in to regulate the use of Hitler's image, national symbols and so on to prevent their commercial exploitation in ways thought demeaning.
