    From Dad"s relic bag, 3rd Army,Dad said he was in Von Ribbontrophs mansion,and Gorings hunting lodge, cant really say where he got this item,think it is a cigar cutter,as the jaw drops,and closes,closeing a small blade in the beak. I think this is pre WW1,there are some silver proof marks stamped. Enjoy
