Looks to be upside down, as the metal tip should drop down. It has, from the looks of it, been cut off of the clip end. It seems to have had some sort of pins stuck in it too, which are also missing. In my eyes, it is nothing of value and just a maimed curiosity. Definitely not something to spend money on.
