What are your thoughts on this pennant?

The bottom edge on this one measures 25" and the left side measures 7" I have folded the tip of the pennant to get a better photograph.

Any marks on the white strip at the head of the pennant ?

There aren't any marks on the entire piece. If there were that would help. I am still looking but cannot find a pennant this long.
