The helmet is surely overpainted, but you can easily remove the non original paint.... If you are interested how to do that, just write a post and I'll answer to you!

Repaint indeed. Otherwise it should be a cross over between Luftwaffe and Leibstandarte-SS "A. Hitler. :P

There can be luftschutz too ( they was blackpainted). But try to get nitro-dissolver for the paint. Then cover the eagle withfat layer of vaseline. Then cover the helmet with old piece of rag, put it in the plastic bag and add about 300 gramm of the dissolver. After about 30 mins look it again, what happened with the paint (original paint don't dissolved ) Sometimes the paint is so hard, and unfortunatelyyou can't remove it. But that in case of 10%. Looks like the helmet was a bit rust before painting, this is also not good, because paint will hard removed from the craters, but you can then remove it manually.
