The designer-Charles E. Barber-was the Chief Engraver for the United States Bureau of the Mint from 1880 to his death in 1917. He designed the famous "Barber Coinage" series. Oddly enough, he was English, having been born in London in 1840.
An interesting find! (However, at $300 it is not likely to find a great deal of buyers...)
