I can't figure out what this is...

Can anyone help me figure this out? I found it among some of my grandfather's stuff left over from when his house was cleared after his death. I assume it is a cartridge holder but not sure. Seems to hook to a belt using the leather straps mounted to the block.

No markings I just figured out that the clip comes off so it's something like a reloader...maybe...

Paper powder cartridge holder for muskets? Just a guess. William

I think it could be a cartridge holder, but for a later weapon
- 1870's/80's or even much later. Possibly not military
as it should have a cover or flap.........
