The item on the right of the photo was found by a friend a few years ago in holland,so far weve not been able to identify what it is ,can anyone positively id what it is please

It appears to me to be part of a Surveyors sighting instrument. Or part of a compass. Interesting.

I've seen something similar before ...
I think it was to do with optics ... either to split and shine a narrow beam of light, .. or as mentioned an aligning tool for a surveyor ..
Or a light dispersing aid for a gunner at night .. to protect night vision ?
