Japanese Dog Tag ?

This item was found amongst my dad's effects recently. He was a Dakota pilot in Burma during WW2 and had said it had been given to him by a soldier.

Is it a Japanese soldier's dog tag ? Why is one side crossed out ?

If it is a dog tag, is there any way to get this back to the original owner's family ?
