Found in a basement

Where was this found, and... Better yet any pictures of the backside.. Also if known what metal compisition ?? The Eagle looks to be of Polish or Prussian.. There appears to be a "Hebrew " or "Black Russian" mixed language under the eagle.. The crown probably stands for a Kingship of some sorts.
Early Czar ?? Gwar... IMHO... I'm probably mistaken... Just my two sheckles...

Button was found in Latvia, Liepaja in idustrial area of metalurgic factory. It seems to be made from brass. The scan from the backside:
