Ingrid....its not German, their telephone wire was kept and distributed on a round carrier that was clipped to the front of a special "Telegraphers" belt buckle and supported around the wearers neck by a cord, the wire was then laid as the he ran along in the trenches !.....I am guessing Allied, French or given the sector, British.
    Prost ! Steve.

Hi Ingrid, just to the right of the word VALOR there is a number, from the picture it looks like a 3 ?, if there are two numbers like 39, this will the year of manufacture or it could be 3 then a space and then two numbers, which would be 3=month/March and then the two numbers which will the year.

Not German so must be Allied. Germans had something similar on a smaller scale called a Kabelbrettchen. They were aluminum or steel and much smaller - just for short lengths of grounding cable. This one looks like a cable dispenser that could be inserted into a log or ground and then act as a dispenser. NH
