    Default Unknown German ID tag!!!

This is very literally an attic find as it was found under some loose floorboards in the attic of house my parents bought in Zittau, East Germany. It is obviously some sort of ID tag, but for who?

I have seen a very similar one on Ebay, that is being described as "for worker, or Prisoner of War forced to work in military factory of the III Reich. Could be issued for prisoner in German labour camp, too." except that one only has a number, mine has a number a name and the name of the town (Zittau). Any ideas?

The first line of the tag says "F. Seidler" I am presuming this is someone's name?

Perhaps a pet license or Schwimmbad pass? The diameter of the string loop suggests a small animal neck, human wrist or ankle.
