It would appear to be the early type of Pilot's flying brevet worn on the tunic of WW1 RFC pilots. Rare and very desirable.

RFC = Royal Flying Corps. Before the Royal Air Force (RAF) was formed on 1st April 1918, the Army and Royal Navy had their own independent aerial forces - the army had the RFC and the Navy, the RNAS (Royal Naval Air Service). The RFC was originally formed in 1912 out of the Royal Engineers Balloon companies.
Any RFC & RNAS items are always very sought after.
My understanding is that these wings were produced post world war 1 for attaching to momentos, photos etc. This is indicated by the "tines" attachments. The 1912-1914 style RFC metal wings all had brooch attachments
