Looks like a fire bell by Gillett & Johnston. Note it still retains it's fire engine red paint....

what does the aatw stand for ?
I agree with Ned, I think this is a Fire Bell, it could have been on a truck or set up in a camp on a short pole, I have seen bells set up like that.
Just My Thoughts.
Just Had another thought..on Canadian WW2 Trucks we painted the nuts on the left side of the truck wheels, to remind Soldiers that they were a left handed thread ( while the wheels on the right had right handed threads, or visy versa) Does this have a "backward" thread?
