    Looks like it's a type of gun director scope used for the laying of guns. Sorry I can't be more specific, but someone else will be along.

    I would say Ned is right, with that spirit level jobby on the side it looks Artillery shootery related.

    Looks to be a old theodolite, and instrument used for measuring angles.
