From my collection. Another example of 'failed' state material which seems common though out history even to this day.

I'm guessing you don't see these very often. Interesting that it would 'pay off' until 1966 after the final 'Victory' was achieved (assuming the defeat of the Soviet Union)! Any translation would be appreciated.
