Regarding the flames on the red cross, I would say that this badge has nothing to do with the SS be they from Norway or Ukraine.
In my own opinion this is a fireman badge (probably from a local unit in Germany, unfortunately I can't tell you which town or county, could be Schwarzburg-Rudolfstadt).
