Hello, it is a dutch NSB patch.
Not Flemish, but Dutch I think. It's a NSB insignia (Nationaal Socialistische Beweging).

This is Dutch NSB...The silver piping denotes officer's rank, I believe....

Could be a sleeve badge, going by the press stud attachment as it can be removed for cleaning the tunic.
