Is this a signature of Mihai Antonescu inside a passport?

Hi everyone,

Thought of sharing this lovely piece.
It is a Service official passport issued to an engineer working for the Romanian "subsecritary of the State of Air", and to be honest, I do not know what this office was and what were its duties during the war.

Interesting that from June 1944 to mid-January of 1945 he was stationed in Konigsberg, and must have fled before the Soviet siege began at the end of the month. He ends up 5-6 months later in Rome.

Is there a way to find out what were his duties? and also, how we can understand why he was sent off to Konigsberg's towards the end of the war?

And last, would this type of document be signed by the foreign minister himself Mihai Antonescu?
