I happen to have one untouched jacket with model 42 DON shield frei. But mine has not the "stripe" on top of the shield. Still a Gem.
((How in the world can someone "restore" such a tunic to dutch?!?!!?. It is like swearing in church if you ask me.))
That's a nice ex dutch jacket from the 5th Don Cossack Regiment. The armshield is exactly the same model as on the jacket which I sold.

Looks like hungarian officer shoulderboards, same style. Did not see such before on a eastern volunteer jacket.
I saw a original picture of a company sergeant major who had also 2 stripes on the sleeve. These stripes on the sleeve seems to be used till may 1943 when the eastern volunteers got their definitive insignia.

I found a photo of a Bergkaukasien officer with similar shoulderboards. Sadly I cant recall the rank at the moment.
Yes there we have these stripes again. I have a youtube video somewhere, and in that video we can also see a senior officer with these stripes.

Edit: I wonder if these stripes on your photo are NCO stripes frei.
Here is the only photo i have of "stripe" on sleeve. It is one stripe, but it is most likely the same idea as the ones my jacket has.

Did not see this photo before, looks likes volunteers from the Freies Indien Legion.
I found some other pictures from eastern volunteers with a double band on the sleeve. Again the captive speakes about a Stabsfeldwebel (staff sergeant major). Will scan the pictures and post them tomorrow.

2nd and 3rd pictures are from the same man.
edit : 2nd man from right on the first picture has also a cossack trouser. It is a member of the 2nd siberian cossack regiment (winter 1943/1944) received a decoration from Von Pannwitz. Probaly an Infanterie Sturmabzeichen.
