Its a blurry pic, but to me it looks more like a medal from Hungary.
The shield symbols and the crown with the lobsided cross on top of the shield are Hungarian regalia.
The Hungarian army used a type of helmet similar to the German ones.

Hungarian Military Sport achievement badge 1930's-1940's. Awarded to winners of local competitions, participants of competition on National level along with graduates of the Toldi Miklós Military Institute two-year course in Physical Education. Struck in Tombac. A fairly uncommon badge. The only one I was able to find for sale was asking $160. Nice badge!

The Holy Crown
Crown as on your decoration - note lobsided cross on top of crown.
Coronation Orb - note the two bars on the cross as in the one half of the shield symbol on your decoration.
Coronation sword - might or might not be this one pictured on your decoration.
Thanks for the info guys my father had it for years I thought it might be Hungarian I am shocked at the price. Also sorry about the bad pics in a rush today
