    It could be japanese or poss chinese then again it has a middle eastern appearance to it .

    hi william , it appears to resemble the philippines medal of military merit , ribbon is the same only difference i can see is the addition of the enamal inserts "a variant " ??. it is awarded for meritorious service during or in support of military action. hope this is some help..paul
