Nice belt and buckle! According to "Afrikakorps: Tropical Uniforms of the German Army 1940-1945" by Jacques Scipion and Yves Bastien, this is the buckle of Wehrmacht penalty units (penalty battalions, companies) as prosecuted soldier were not entitled to wore national emblems neither on the uniform nor on the belt buckle.
Shortly after I posted this earlier today I found out what the buckle is,,it is from the Norwegian NS "Hirdvaktbataljon" which later was renamed SS-Wachtbattalion Nord and they guarded different installations but was also used as guards in some of the most brutal prison camps in Norway during the war.
