    RL and the crowfoot mark point to a "Government Issue (Crowfoot) ... Royal Laboratory, Woolwich (RL)" check of some type.
    Possibly a check marker for a worker (like the type a coal miner would use) to show "Worker number 437 in the ordnance section was in the factory" in case of fire or an accident.
    (With the crowfoot, it will be post 1853/1854)
