    Not an expert, but I think this is the piece of a fuse from a shell of some sort, if it is the top is missing. I'd just leave it alone until you can be perfectly sure its safe but I dont have any instant concerns about it.

    Thats a well blown fuze,,perfectly safe unless you drop it on your foot or eat it...what are the numbers and letters around the remains,these should help to id it for you

    Heres a drawing of the no199 as you can see yours is well expended..
    According to a list of british fuzes i have the no199 entered service in 1925 as the first long pointed anti aircraft fuze and was finaly made obsolete in 1951
