By looking at other posts, I'm guessing it Japanese. The blade is 15 1/2 in long

it is Japanese, but the ball on the end of the scabbard is rare, those where made by Chinese slave labor in Manchuria, I only have one scabbard with a ball on the end, but the bayo has something on it that looks like a steering wheel, thats the best I can help you, I think your bayo is Japanese made, but you have a rare scabbard, I am not an expert by no means.
According to this site, Markings on Japanese Arisaka Rifles and Bayonets of World War II this bayonet was made in Nagoya Arsenal from 1923-1945 and it's a Hooked quillon type 30.
