Kind of looks like it was ground down and the sheath was hand made? Neat to have.
It is a British Lee-Metford bayonet dating from 1888. It has indeed been cut down and a new scabbard made, for it's new use as a fighting knife.

Such a weak re-issuing of bayos I´ve recognized in Afghanistan...
Actually, this model of british bayos is quite common for that country
It is a Pattern 1888 Mk I Second Type.
