Value of WW2 japanese police sword

Hi there is this woman who has a japanese cut down police sword but the blades about 1 1/2 feet long and the tip is completely rounded and not sharp. Its a little dirty and I wanted the advice of other collectors to prove to her its only worth about 10 dollars what do you think? - Nick K
