Ralph, your beret has the wrong badge attached, green berets were ..........Jagertruppe, Panzergrenadiertruppe and Wachtbatallion.
You are correct that Panzertruppe, Panzeraufklarungstruppe (which is the badge you have), Heeresaufklarungstruppe and Panzerjager (until 1990) wore black berets. see my black Panzeraufklarungstruppe beret below...........
It is common in the surplus stores to see incorrect badges attached to the wrong colour beret............easily and cheaply fixed.

Could someone tell me what the Eagle with lighting bolts badge is , also what color beret it would go on ?

Certainly Chris, it is the badge of the "Fernspahertruppe" worn on a Bordeauxrot (Bordeaux red) beret, same as Fallschirmjagertruppe and KSK (special forces/commandos).
The Fernspahertruppe were among the operational and management support troops of the Bundeswehr.
Main task was the extraction of key information/intelligence deep behind enemy lines by small operating patrols ......disbanded 2008, with most switching to KSK BW special forces........
