It is a die for a Naval wound badge. Jim
Hi, thank you for your response!
I thought it was a raw, unfinished strike from the die?
It could be that also, if it is it is the gold wound badge. Jim
All I know is that it's struck in a brass or tombak material so I'm not sure if it's the gold badge or simply an unpainted third class
Sorry, but IMO this is a phantasy item. Many details (swords, anchor) are quite different as in original pieces:
Verwundetenabzeichen der Marine 1918 in Gold
Verwundetenabzeichen der Marine 1918 in Silber
greetings

Are there no variations in design when this badge was in use?
It is an Assmann design & will be found listed as item # 16686 on page 136 of their catalogue.
Here is a link to various catalogues from the GMIC forum:
Schickle and other wartime catalogues. - Germany: Third Reich: State, Civil, NSDAP Awards & Decorations - Gentleman's Military Interest Club
This style of badge can be found by scrolling down page 1 of the link.
I noticed this particular planchet on eBay a while ago & cannot comment on originality.
Edit: here's a better picture from the catalogue:

Thank you for your help, I do see the Assmann background pattern, now!
Apparently it was sold from German in the 80s along with others so even if it's not period, then it's an inexpensive, interesting piece
