    I'd say postwar, either Bundesmarine or Volksmarine. The peforated black sweatband is a common feature of postwar German sailor's caps. Check under the sweatband for the interior stiffener of the cap. Original issue pieces were stiff opaque celluloid, postwar are usually cardboard and some more modern ones have plastic. Original issue caps had a removable top ( but some early postwar Bundesmarine pieces also had removable tops)

    Cap ribbon looks original but is a very common one of low value.

    This is the interior of a white top postwar Bundesmarine Tellermütze rather than a blue top but look at the typical postwar perforated black sweatband.
