Modified WWII sailor cap?

Hello all!

I bought this cap today. The Möwe tape and anchor looks modern modification. But I am interested in your opinion before removing them. The cap looks old. Can somebody identify this kind of marking? Can the 38 mean date? Originally it was stamped 58 size, but it has been increased to 59. There are some Möwe ships, and all are german.

Möwe is a seagull and apparently the motif was used by merchant shipping. NH

The "embroidery" on the cap band looks very homemade, the anchor is even worse. More pictures from the inside would be helpful.

Yes, the text, the anchor and the black tape are homemade as I wrote. I remove those, and make some pictures.

I checked every little details inside. It's fully a modern homemade / stage prop cap. The thread can be deleted.
