I would say post war cap, judging by the interior and the peak, also i think i see a small plastic beading around the edge of the liner where it attaches to the cap

Most definitely post war and for a justice official I think. Chris will be able to confirm but my guess is that the maker is CLEWA, which is the name Clemens Wagner used after the war.

Ben is correct, as usual! Any time you see Clewa on a visor, it is always postwar.
