The previous eagle would have been the larger and correct SA cap eagle.

It look ok to me. But I am not a political collector. Let's hear from the specialists and Bob and Stonemint.

    Cheers, Ade.

The early RZM tag matches an early NSDAP eagle.
Maybe someone once had a larger eagle postioned?

One can replace the small eagle and position again a
larger eagle, which also is okay!

With a little handiness one can make the wholes
somewhat more invisible. Scrap the green cloth
with a scalpel and use the stuff to cover the holes.
Be careful not to cut into the cloth.

Wim is correct in his assessment. The cap at some point was denazified and had the larger eagle removed. The earlier pattern would have been the original insignia but would have been updated with the larger eagle around 1936.

As frequently happens, also with black SS caps. The item is authentic, as my betters ably indicate.

The date of introduction for the larger eagle was June 28, 1937 by Lutze, beginning
of wearing was since July 1. The old form was allowed officially to be worn until
December 12, 1938 (according to the Verordnungsblatt der Obersten SA-Führung,
nr. 9 from June 28, 1937, page 64: nr. 176: neues Hoheitszeichen für die SA-
    Dienstmütze
