The whole thing looks bad. I'm sure I've seen this cap listed before. We've got enough photo's of genuine caps here to compare this one to. This one is most probably made in Latvia. See here for another cap like it that was discussed:

The eagles lack of detail speaks volumes on its authenticity, or lack of, and the fake patina of the scull makes this a one looker fake.
The whole thing is junk.
